Restore AWS Lambda layer publishing to me-* regions when service is restored

When https://health.aws.amazon.com/health/status shows that service is restore to me-central-1 and me-south-1, then update ".ci/Makefile": remove those regions from the SKIP_THESE_AWS_REGIONS var.
