Move JSON Patch article out from under Controllers, after the Middleware topic

Description

This issue track this particular sub-item task: Move JSON Patch article under APIs (out from under Controllers), after the "Middleware" topic form related parent issue #36419.

What needs to be done:
Move JSON Patch article in TOC (out from under Controllers → under APIs, after Middleware)
File: aspnetcore/toc.yml

Current content (approx lines 1196-1198):

    - name: Handle JSON Patch requests
      uid: web-api/jsonpatch

This entry is currently nested under Controller-based APIs.

Suggested direction:

Remove the entry from under Controller-based APIs.
Add it under the APIs section, after the "Middleware" topic (around line 1135 in the TOC, after uid: fundamentals/minimal-apis/middleware).
