Add guidance on creating and migrating the dB when starting from the finished sample app or include the dB

Description

We don't explicitly state that the finished Blazor movie dB tutorial sample app will run OOB. We only tell the reader that they can refer to the completed sample as they read the tutorial's articles if they don't want to create and run the sample from the guidance.

However, there's a problem with running the finished sample OOB in case that's what the dev would like to do. We don't include the dB with the sample app, so we'd need to take either of the following approaches ...

• Include the dB in the sample app. They download the sample, and it will run OOB.
• Add content to the tutorials that explain how to create and migrate the dB so that the sample will run.
