New: Minimal API endpoint validation: Class types and record types

• Update WN with a new section on this subject

Validation support was added for Minimal API's in .NET 10, preview 3 for class types but not record types. For p4 record types have been added.
This topic needs a new section on validation support for Minimal API's which allows request validation of data sent to an API endpoint. That new section should include both class types validation (Prev 3) and record types validation (Prev 4)
