Description

Per dotnet/aspnetcore#61811.

I confirmed that we don't describe the internal behaviors. We never mentioned the NavigationException in the first place, so I'll probably only need to describe the AppContext switch in the WN article (and in Migration later, RC) with Javier's summary of what the internal behavior was, is going to be, and how to fallback to the old behavior.

The What's New article has a commented-out remark and example of using the AppContext switch to fallback to the prior behavior. Surface that bit for P5 release.
