为什么ASP.NET Core没有中文简体注释？只有英文注释

为什么ASP.NET Core没有中文简体注释？只有英文注释。还有EntityFrame Core也只有英文注释没有中文注释，能否每一个版本提供一个类似于.net framework一样的中文注释了。
