Rate limiting middleware nuget package reference

Description

The rate limiting middleware docs reference installing a Microsoft.AspNetCore.RateLimiting NuGet package which is no longer needed (and only exists as a prerelease package with version 7.0.0-rc.2.22476.2)

The docs should be cleaned up so someone doesn't mistakenly install an outdated package when it's now part of the shared framework already installed.
