But I found secrets.json file in the ~/Microsoft/UserSecrets/{secrets_id}/secrets.json

Nevermind. I had that behaviour because I had APPDATA env variable set on my mac. I believe that's because of this line: https://github.com/dotnet/runtime/blob/1584e493603cfc4e9b36b77d6d4afe97de6363f9/src/libraries/Microsoft.Extensions.Configuration.UserSecrets/src/PathHelper.cs#L79
