Server returns DEVICE_NOT_REGISTERED status code when calling device APIs after unregistered the device from the web control panel.

Issue:
Unregister the admin client from web control panel and try to sync. The API returns DEVICE_NOT_REGISTERED status code

Expected result:
The server should returns 403 for the device APIs once the device is unregistered from the server.
