Subject: [PATCH] Fix AMP-31215: correct liquibase artifactId in api-gateway
 pom

The AMP-31215 cleanup replaced the proprietary liquibase-commercial
dependency with org.liquibase:liquibase, which does not exist on
Maven Central (the artifact is published as liquibase-core, matching
the root pom.xml). CI failed on `mvn dependency:go-offline` because
the artifact could not be found.
