feat(ecosystem-docs): expand bilingual project documentation

Expand the portal with public, bilingual documentation for Foksiku and the
Devalltect Homepage, while improving project discovery and release tracking.

- add English and Indonesian guides for Foksiku and the Devalltect Homepage,
  covering overview, setup, configuration, architecture, deployment, and status;
- register the projects in shared metadata, homepage discovery, sidebars, and
  release-aware documentation freshness checks;
- add the Devalltect Docs portal to project discovery and sort cards by project
  start date with locale-aware labels;
- refine project categories and add accessible project preview images;
- add focused project metadata and sorting tests, and clarify public/private
  documentation boundaries.
