Ideally for simple commands you can automatically create a rcon command with no additional implementation.
Some issues to consider:
- Context will be biggest difference
- RCon issuer is not a player, has no location, and AFAIK is not identifiable: effectively acting as root always
- I believe RCon response is limited to command -> answer, current
