[P1] Governance constitution stub (quorum, timelock, toll-adjustment bounds)

Required before Phase 3 token launch. Nothing documented today.

Scope

cr8-governance.md covering:

• Proposal threshold — minimum CR8 to open a proposal (% of circulating).
• Quorum — minimum voting participation for a proposal to pass (% of circulating).
• Voting period — days open for voting.
• Timelock — delay between pass and execution (min 48h, 96h for sensitive ops).
• Proposal categories — parameter change / code upgrade / treasury spend / emergency action (each with its own threshold/timelock).
• Toll-adjustment bounds — governance can set burn-toll between minTollBps and maxTollBps (e.g. 25-200 bps); auto-reduce if annual burn rate > 3% of circulating (see gtm-review-2026-04-13.md §Missing item 1).
• Emergency multisig — who, threshold, scope (can pause mints/redeems, cannot upgrade code).

Output

cr8-governance.md. Reference spec, not code. Gets translated into a Governor contract config pre-Phase 3.
