crashing on first time launch

Describe the bug
Multiple different actions produce the same error and application crashes:

To Reproduce
Steps to reproduce the behavior:

1. Download 'ComicTagger-1.6.0b10-Windows-AMD64.zip'
2. Unzip
3. execute comictagger.exe
4. Goto "File" > "Settings"
5. See error

Expected behavior
Expect to see a list of settings.
