- Proposal discussed at a community meeting or async (mailing list / Slack / GitHub Discussion)
- Any objections from current maintainers or component owners recorded and resolved
- Maintainers formally sign off (recorded vote or explicit +1 from all 5) to proceed to drafting GOVERNANCE.md
