[Question or Request Feature] CLI application for init, packaged and deploy.

It's great if we have a CLI application to:

• Init project: make config file and run npm init (cfn init)
• configure S3 bucket for upload template and AWS credential (cfn configure)
• packaged a template (cfn packaged template.yml packaged/template.yml)
• deploy a package template (cfn deploy packaged/template)
