Promote Launchplane Owner acceptance from shadow to enforced #99

Objective

Promote this repository from Launchplane's shadow-only Owner product-review
observation to authoritative Owner-aware merge admission after the live canary
and portfolio safety gates are complete.

Finish Line

Product-impacting pull requests cannot land through the Launchplane-managed
merge path without current exact-head acceptance from an eligible Owner for
every affected product. Engineering-only changes retain an explainable
not-required result. GitHub advisory checks remain visibility projections rather
than authority, and production authorization remains a separate exact-artifact
decision.

Current Status

State: Parked for a future enforcement rollout as of August 15, 2026.

Launchplane currently classifies Owner impact and records exact human product
review in shadow mode. The first genuine end-to-end canary is being completed on
cbusillo/verireel#341 through cbusillo/launchplane#2159. Enforcement must
not be enabled in this repository until the shared ruleset drift, direct
admission, rollback, and canary evidence are complete.

Next action: after the central Launchplane blockers close, run a repository-
specific dry-run/readiness assessment and schedule one bounded enforcement
canary with explicit rollback evidence.

Blocked by: cbusillo/launchplane#2159, cbusillo/launchplane#2031, and
cbusillo/launchplane#2087. Production-facing rollout also remains downstream
of cbusillo/launchplane#2003.

Acceptance Criteria

  • Shadow evidence has completed the approved soak/canary period without stale-head, routing, or projection defects.
  • Current Owner membership, requirement scope, review age, self-review, and preview-trust policy are verified for this repository.
  • Exact-head Owner acceptance becomes an authoritative Launchplane admission input, not a caller-supplied or GitHub-derived signal.
  • Missing, stale, revoked, changes-requested, or unavailable Owner evidence fails merge admission closed for product-impacting changes.
  • Engineering-only changes remain explicitly owner_not_required.
  • launchplane/owner-acceptance remains neutral and non-required in GitHub rulesets.
  • Existing required technical checks and engineering-review policy remain independent and intact.
  • Rollback/disablement and ruleset-drift evidence are recorded before rollout.
  • One repository-specific canary lands successfully through the authoritative path.
  • Production promotion still requires separate exact-artifact authorization.
