Problem

Currently it is only reviewed when the /request command is used, but I forget the command and it is cumbersome.

What do I want you to do?

Pull requests automatically reviewed when they are created.
In addition, if the author of the pull request is on a blacklist (e.g., not a human), the review should not be performed automatically.
