Allow Next Service Selection for All Service States

AS A Service designer
I WANT to select any service as a Next Service, regardless of its current status,
SO THAT I can build and maintain service flows before dependent services become active.

Description

Remove the current restriction that only Active services can be selected in the Next Service node.
The dropdown selector should display services in Draft, Ready and Active
Execution behavior remains unchanged; this only affects service selection and configuration.

Acceptance Criteria

• Next Service selector lists services in all statuses.
• Existing service connections remain valid.
• No restriction prevents selecting non-active services.
• Runtime behavior is unchanged.

Notes

This improves service composition by allowing dependent services to be designed before activation.
