Setup basic repository information

We have found missing basic repository settings/information. Please, consider changing following:

• Writing topics for your repository. For example, if the repository is part of a large project like Bratislava's City Account or parking policy, create or use already existing topic and group those repositories by it
• Found different or non-existent licence. Please, consider adding EUPL-1.2 LICENCE
