[PM-42587] Unable to turn on Accessibility

Same as the above issue. I figured with the new app it might have been fixed but apparently that wasn't the case.

Expected Result

Accessibility toggle turns on and remains enabled.

Actual Result

Same as the issue prior, the toggle never turns on even when the accessibility permission has been given by the system.

Looks like the fix (for Android 16+) didn't work out as planned... see this follow up PR: #7302
