Update COLIN extract and dependencies to support custom schema name

Updating COLIN extract to have "colin_extract" schema name would reduce the steps required whenever we need to update the COLIN extract in the various environments to backfill historical data. Look into how much effort this would take as tombstone related processes and the colin extract scripts may need some updates.

Tasks

• Do some quick experimentation to determine effort required to have COLIN extract to use “colin_extract” as default schema name as opposed to “public”
