With 09cf59c3c1e11214aa7a4212c038178b843f8def PHP 8.3 or newer was set as requirement. Since there is no apparent reason and TYPO3 itself (v13/v14) supports PHP 8.2 please consider lowering this to PHP 8.2+ again. (PHP 8.2 is not EOL yet.)
