Fix `ConfigurationFactory::isActive` overrides

ConfigurationFactory implementations should override isActive() and throw IllegalStateException when they are used (e.g., via getSupportedTypes()) in inactive state. This change sufficiently be tested too.

No 3.x port is needed – isActive() does not exist there.

Thank you for the clear report and follow-up guidance. I’ve opened #4199 with a focused 2.x fix and regression coverage for aggregate lookup, direct inactive factory use, and dynamic/overridden isActive() behavior. The full ./mvnw verify passes locally. I’d appreciate any feedback.
