Subject: [PATCH] docs(readme): add OpenSSF Best Practices badge

Register the OpenSSF Best Practices passing badge (project 13680) in the README
badge row, next to the OpenSSF Scorecard badge. The badge image is the live
endpoint and reflects the current level.
