Don't recommend powerful engrams when within 1 of the pinnacle cap #11
A powerful engram is recommended if it is a few power levels below the character's base power level when above the hard cap. This can help increase the character's power level, but won't help at all when the character is one below the pinnacle cap. In that case the only recommended engrams should be pinnacle.
