The dev new utility/ directory holds ~12 utility and game sources in mixed states (Business Calendar Generator, MDX Post Editor, WebDXF, WebSTEP Viewer, react-table-editor, plus 9 tools under utylites/). Decide the canonical home for each (migrated into src/static/utility-apps or archived), remove duplicates, and document the workflow for developing new utilities.
Why: Duplicated sources risk divergence with the published versions.
