I’m not the author of the issue, but I’d like to add some information of my own.

This URL opens when IPv6 is available, and if you are located in Russia or similar countries with “internet issues,” additional effort will be required.

The fact that your server is not blocked is simply a matter of luck. In each region, Roskomnadzor’s algorithms work differently, and the point is that if something is not disguised as legitimate traffic, it can be blocked—it’s only a matter of time.
