TAG review before graduation

It would be great that before a spec graduates to a WG, it first MUST have TAG review.

Could we add that into the WICG graduation process please?

The right ccs are probably @yoavweiss and @liminzhu, as the other chairs.

I don't think we should require a TAG review as a condition of helping a spec transition out of the WICG. WGs and other SDOs can absolutely ask that the TAG has done an early-review before accepting work, but that's up to their policy rather than the WICG. I also think browsers *coughSafariCough* should require a TAG review before shipping features, but that's also not up to the WICG.

Where the chairs could maybe help is in suggesting to people that they check for or file an early review while they're transitioning. We can't do it for them—TAG reviews only work well when they're filed by a feature's advocates—but we can point the way. FWIW, this sounds to me like a reasonable change.
