Update satellite catalogs for thredds-test, thredds-dev

We'll need to make sure the changes from #86 make it over to the thredds-test satellite catalog.

Probably should fully sync the satellite handling between the two, and put that all under idd/ since at this point since there's no reason for them to be different.
