[FEAT-Infra]: Refactor existing Lambda endpoints to 1 single endpoint

Refactor screening-tool-api-support/lambda/chart-sam-app to nest all of the lambda functions into a single directory, inundation.

This coincides #634 in which we want to restructure way in which lambdas are run by creating a "God" / "Traffic Director" Lambda to facilitate the running all python scripts
