User story:

Someone at an emergency management office for a local agency wants data for the reach of river that their office is involved in maintaining levees along or evaluating some other local flooding concern; they are looking for flow/stage information around their area of concern.

The user should be able to view a plot for either frequency or profile and download a file format with the raw numbers that can be ingested into common analysis tools (e.g. Excel, but possibly R/Python/etc) for further analysis.

Once the user has selected a location to plot, specific datasets, and lines on the plot, they should be presented with a button that downloads the data presented on the plot, with each line clearly described with x/y ordinate arrays. The user should not be required to download any more data than they've plotted. They may then take this data, develop their own plots, add annotations, or use the data as inputs to another model.

This should not present extraneous data beyond the domain that the user has requested a plot for.

HOWEVER - there may be requests for the entire dataset for a particular study, and a separate method to download that data may be necessary in the future. This is a separate need.
