[Feature Request]:  jvcli project template should adapt to a 2.1.x specifier for template folder

jvcli project template should adapt to a 2.1.x specifier for template folder. This forces a rename for project template folder name each version bump.

**Describe the solution you'd like**
A flexible project folder specifier name scheme which flexibly matches as version numbers are incremented, e.g. '2.1.x'
