Subject: [PATCH] Changelog: mark Chinese-only notes on the English page

ThinkWatch Lite 2026.9.1 to 2026.9.15 have notes only in their annotated
tags, in Chinese; their GitHub releases list pull requests alone. The
English page showed those notes without saying so. Notes in the other
language now carry a badge on either page: EN on the Chinese page,
