Decoding FE Data

We need to write a function to decode the FE data that we get from igloospy.py. Yanchu and I plan on doing this tomorrow (150716). Here are some useful details:

While this is technically done, I still want to incorporate the solution in igloospy.py into general functions. So, we should either leave this open or make a new issue.

okay, no problem.

So this script is now broken because the register names in the ngCCM server have changed. There is now a register specifically for enabling the spy fill which should have 1 written to it instead of 0x2.
