Some people will want to be able to run their own instance of designer for either their own purposes, or to insulate from changes in the web version. In this case the it would be preferable that the web designer was delivered as a docker image that could just be started.
We'll try and retro-fit a docker image for 4.5, and going forward all web relaeses will include a web designer docker build. The live site will use the same image.
