Well it is actually linking to https://docs.typo3.org/permalink/t3tsref:guide-troubleshooting do you know a better link where we should link?

The link to troubleshooting is also good and shouldn't be removed (though I would add an explanation of why it's helpful, not just "See Troubleshooting").

However, I imagine this exception is often seen by beginners, so directing them to the right place in the getting started documentation would probably be even more helpful for them. In that sense it's also related to another issue of mine: TYPO3-Documentation/TYPO3CMS-Tutorial-GettingStarted#717
