Add support for Composable Security Model

Role management is now a separate JSON service. In certain jurisdictions, the following Tyler endpoints are no longer on the EFM client:

• GetUser (user and firm service)
• Add user role
• remove user role

Whether it's turned on is discoverable through GetPolicy (UseComposableSecurity and ComposableSecurityURI).

IL and TX are expected to enable this in Stage by September 2026 and Prod by Feb 2027.
