Introduce new resource creation mechanics: by distance and by road #93

There should be a mechanic to create nwe resources based on a way that world looks like. When user can create roads, there should be possibility to use them as a way to transport resources. When building zones have positions defined, it is possible to calculate distance. Based on that resources should not teleport into warheshouse
