Legality Fixes: ZA Natures, SV Tera Types, Default 6IV, Max Lair Encounters

These changes aim to reduce false illegal results from PKHeX/ALM mismatches, better honor explicit user overrides (Tera type/IVs/Nature), and ensure correct handling for special cases like ZA encounters and Max Lair encounters.

• Skip random nature assignment/override for ZA (PA9) targets so ALM can apply legality-aware nature/StatNature logic.
• Add comprehensive ZA (PA9) nature-handling: prefer requested nature when legal, otherwise apply requested as StatNature (mint) when allowed, and preserve PKHeX forced nature when minting is restricted.
