Add automatic deployment at each push on -dev

Add an automatic deployment to https://huggingface.co/spaces/sciencialab/document-qa-dev

the automatic deployment should happens:

1. on push to master/main
2. on push to any created PR

it should ignore push on branches that don't have a PR associated with it.

Once in place I can create the necessary credentials.

The PR associated: #40 did not work. It's likely that we need to use the python approach. See:
