Numsharp array output in .net interactive notebooks is misleading

In .net interactive notebooks, no matter how many dimensions an array has, it will be output as an 1d array.

@oxygen-dioxide, fixed. NDArray.ToString() was re-ported byte-exact to NumPy's array printing (#611, in 0.70.0 #628), so N-D arrays render with their real shape instead of being flattened:
