Add Support for the Foxglove Compressed Image/Video Message Types #206

Foxglove has implemented compressed image and video message types. They allow a user to view compressed streams directly in the Foxglove application. This is much more efficient than passing around raw data. Could you all implement the ability to use these natively with the web video server so we're not having to separately use CPU resources converting streams to alternate formats solely for the purpose of compatibility with the web video server?
