Description: Expose /metrics endpoint with Prometheus format. Add K8s manifests for Prometheus + Grafana.
DoD:

  • /metrics returns valid data.
  • Prometheus scrapes API metrics.
  • Grafana dashboard displays requests/sec & error rate.
