[NOT NOW] Ability to merge/mark as duplicate for foum questions

I'm cataloguing this as as request from community, but not ready to move forward with it at the moment.

I think it's a valid request, but we don't have enough volume of duplicates atm, and I think time would be better spent trying to prevent people from asking duplicate questions.
