Slow scrolling in view mode

Expected Behavior

The page scroll speed should be the same in all modes.

Current Behavior

Scrolling speed in view mode is slower than in edit mode.

Steps to Reproduce

1. Create a note long enough to be able to scroll up and down.
2. Switch to view mode.
3. Scroll up and down.
