[Bug]: Number widget doesn't accept 0 for decimal places #2186

Issue Description

Number widget doesn't accept '0' for decimal places, even though it should according to field's description. If one sets it to 1 and saves - it is set to 1, but if one tries to set it to 0 it resets to 2.

Expected Behavior

Once decimal places is set to 0 and widget settings are saved it should stay at 0 as per description

Current Behavior

Resets to 2 when set to 0

Steps to reproduce

Open Number's widget settings and set Decimal Places to 0, click save, open settings again - it will be 2. Set to 1, save - it will be 1, set to 0, save, open settings - it will be back to 2.
