reload does not mean to stop a pid

Under Gentoo the (verbose) output claims to stop a pid, which isn't the case:

$ sudo rc-service unbound reload
 * Executing: /usr/libexec/rc/sh/openrc-run.sh /etc/init.d/unbound reload
 * Checking unbound configuration ...                                                                             [ ok ]
 * Reloading unbound ...
 * Will stop PID 443520
 * Sending signal 1 to PID 443520 ...

The unbound init script calls start-stop-daemon --signal HUP --pidfile "${pidfile}" in its reload function.

The message Will stop PID is emitted from start-stop-daemon when it calls run_stop_schedule.
