chore(deps): bump better-sqlite3 ^11.0.0 → ^12.9.0

Preparing for Electron 39 upgrade. 12.4.5+ ships prebuilt binaries for
Electron 39 ABI; 12.9.0 is latest. Under Electron 33 postinstall pulls
the matching prebuild cleanly. All 37 test files (389 tests) green,
including the 27 snapshots-db + 73 snapshots-ipc tests that exercise
the binding end-to-end.
