With the introduction of #443 which helps consolidate logic and flow in the GQL api we can have a little plug that recieves image data and stashes it in a data directory when a google cloud key is not supplied. This would really just be for testing purposes but would help us a lot in terms of spinning up robust development environments that don't have a million moving pieces
